Is it possible to obtain for free this DLC on a legit Xbox 360?

I've checked the UK Xbox LIVE Marketplace and didn't see it there.
 
The 8 Ball Pack costs 800 microsoft points, for legit xbox 360 you need to purchase the content or find someone with a license transfer on there profile.
