It looks to be a homebrew app, I suspect by BreadCodes who has also created a Raspberry Pi Pico GameBoy Cable Sniffer that Emulates Pokémon Trading.

This looks to be a similar sort of thing, except as a GameBoy homebrew app.
The OT of the Mew distributed is BreadCodes and the ID seems to be a combination of certain popular numbers: 420 69.

Either way a pretty cool homebrew that does work on real hardware:

LOL I made this as a "hoax" for a YouTube video, but scrapped the idea and reuploaded with my name as the OT. I'll still be making a video about how the trading protocol works and why I ported all the code to the Gameboy.

Might be an idea to make it obvious its homebrew if you are going to leave it on the internet archive, just so its not intentionally misleading people.

I'd certainty be interested in watching the video when you post it up however.

Hello! I tried this Homebrew software with emulator (mGBA) with Pokémon Blue (ITA and ENG), but it seems it doesn't work (it creates a glitchy Eevee instead of Mew).

I'm planning to try with real hardware soon, but in the meantime did somebody find a way to make it work on emulator?
