    I had this same issue on my PSP-2000 v1 slim TA-085 I read somewhere in this tread about start-up plugins, which seemed to be causing this: I had a folder called "seplugins" in memory stick root, simply renamed it to "x seplugins" and tried the update again "PROUPDATE", this time it rebooted...
