mod for RA3 that changes resources gathering and soviet/empire building at the same

Are there any mods for RA3 which change resources gathering and soviet/empire building at the same time?
What I mean is is there any mod for RA3 which modify the one or two of following:
1) replace the ore mine with ground ore gathering (like C&C3 or the original Red Alerts).
2) replace soviet and empire building techniques and make them like how the allies build (build like the allies in RA3 and all other factions in C&C3 and originals RA's)
