An easier way to do that is: Goto Start then to Run Type in cmd and click ok Then type in ipconfig and press enter
Yet it doesnt work because 90% of computers are behind Routers or other NAT devices and doing that does not provide your real external IP.
Thats more of what people did back in the dialup days, at the time this was one of the only IP address detectors that would tell you your real IP address if you were behind a transparent proxy server.

I have not read it, however this book should help a lot with your understanding of computer networks: Networking All-in-One For Dummies For Dummies Computers: Amazon.co.uk: Doug Lowe: Books It covers many key areas, once you have a basic understanding you can read up more on areas you wish to learn, or need to know more about to complete a task.
