    I just somehow managed to mess around with the WCDPatcher app and somehow salvaged a pcd file for the Azure Flute event and I was able to generate an Azure Flute distribution rom. It has worked so far and I was able to catch a level 80 Arceus from Spear Pillar. Hope it helps for people looking...
