The M3DS Real flashcard I have will play GBA games stored on the slot 1 card, however you do need a ram pack in slot 2 for them to work.
There is a tool called GBA ExpLoader which will loads GBA roms from your DS Flashcard too, again you need some sort of ram device in slot 2.

I dont think you will be playing GBA games without something in slot 2 anyway, I have no experience with Snes games on my DS so im not sure about that.

Something like this PriceAngels : $21.25 EZFlash 3-in-1 Memory Expansion Pack for NDS Lite (White) teamed with GBAexploader will allow GBA. You're better off forgetting about SNES, the DS doesn't support the resolution, so pixels will be skipped, and I doubt it runs very well anyway, probably with a lot of frameskip. Oh, you can also use those RAM things to use the opera browser too. Rumble also, but these newer models need newer patches or something to get going, I've only ever bothered getting opera and GBA working.

That isn't an actual thing, GBA isn't anywhere near as powerful as a SNES. Any sort of converter would be just combining the ROM and emulator into one file. Plus, you're missing the screen resolution, and the buttons.

google SNEmulDS for a snes emu that doesnt need slot 2 (some games dont work)
i dont know of any GBA or GBC emulators for the NDS

Edit: Please remember that it's illegal to play any ROM games unless you own the original copy

No, all ROMS. The companies still own copyrights on the product, and for a lot of old games, they're getting re-released on Virtual Console and what not.

So what is the problem dude. We have been more and more choices for same games on different different operating systems. I think u can move our self as well as motivated your self for all operating systems. I like this concept, i'll try to play for all.

If I remember correctly if you purchase the game then you own rights to that one specific copy, though of course your not supposed to modify it.etc but I think it is legal to play a back-up of the game that you purchased as long as it IS your back-up and not one you downloaded, though I may be wrong.

That's exactly right, you own the rights to that particular copy. And fair usage normally implies that you can create a backup copy, format conversion is allowed to deal with the reality of dying hardware. So essentially, ROMs are legal, if you made them yourself.
