There's a Nintendo DS Emulator that has just been released for Android called DraStic, whats special about this emulator is that it's the first to be able to play games at 100% speed. DraStic running on my phone: Galaxy Nexus with a 1.2 GHz dual-core ARM Cortex-A9 CPU and a 384 MHz PowerVR SGX540 GPU and 1gb of ram, so mid spec compared to Android phones out today, however runs at 100% speed. I think touch only games will work a lot better on a tablet, however for playing something like Pokemon / Mario i think you would really need a Bluetooth controller to get the best experience.
