Go to buy the game, then switch the currency to use MSP instead of a credit card, and the game is free. No idea how long this will last though, so get it as soon as possible.

Edit: Never mind, the Nutter beat me to the punch Just to let you guys know that apparently if you have silver membership on XBL it'll charge you 3600 points. Says so in this Eurogamer article: http://www.eurogamer.net/articles/2013-06-10-fable-3-is-free-from-xbox-com-right-now
