Denied: one part of download request

I downloaded Naruto Shippuden Ultimate Ninja Heroes 3 for psp and it has part 1 in it's RAR file.But has text that writed:

and I tried to download this 7Mb but I can't.so I have part one that is 730 MB but because of this 7 MB I Have not game.
Can anyone do this for me and download and upload it on any server Please?
