The strongest Pokemon distributions took place at Pokémon Center stores in Japan, the three Pokémon included in this distribution were chosen via a poll. These were Milotic, Dragonite and Salamence:

    Milotic - December 15, 2007 to January 14, 2008:
    milotic-strongest-pokemon-jpn.jpg

    Dragonite - January 15 to February 14, 2008:

    Salamence - February 15 to March 14, 2008:
    salamence-strongest-pokemon-jpn.jpg

This event started with an Electivire and Magmortar which were not chosen via a poll. It is presumed these were on a different distribution cart and the one was have was produced after, once the results of the poll were collected.

    Region:
    JPN
    Serial: NTR-AAIJ-JPN
Credit: Purchased and dumped by @YoshiMoshi who very kindly let us release this as a Christmas present to the Pokemon community.
Date: The date on the Nintendo DS used to distribute this rom must be set to the date range listed above, depending on which Pokemon you wish to receive.
Distributes to: Japanese Diamond and Pearl only.

    How to use:

You will need one DS with a flashcard to distribute this event, simply set the date on the DS been used to distribute the event to the date mentioned above. You will then need another DS or 3DS playing the Pokemon game you wish to receive the event Pokemon on.

On the DS receiving the Pokemon you can receive the event by selecting Mystery Gift, then Receive Gift on the main menu.

    Notes:

This is the first known Japanese Pokemon DS distribution to be dumped and released, Japanese DS distributions are extremely scarce in the wild. This distribution surfaced earlier this year on a Japanese auction site. The Strongest Pokemon cost @YoshiMoshi a significant amount of money. So once again a very big thank you to YoshiMoshi for allowing us all to enjoy this distribution.

Firstly a huge thank you to @YoshiMoshi for allowing us all to enjoy this first Gen 4 Japanese distribution!

For anyone wanting to use this on an emulator melonDS 0.4 works really well:

    1. Set the date of your PC to be within the date range for the Pokemon you wish to distribute.
    2. Load melonDS up twice
    3. For the first instance of melonDS load your Japanese Diamond or Pearl
    4. For the second instance of melonDS load the distribution rom
    5. Press A on the distribution to start the distribution process
    6. Now go though the menu on Japanese Diamond or Pearl to receive the distribution.

Note: You can use an English Diamond or Pearl save with a Japanese Diamond or Pearl game for the purpose of receiving these distributions.

I'll do a proper guide for this later with screenshots, however its pretty easy to get working on an emulator. Later versions of melonDS seem to crash or outright not work with these distributions, which is why I recommend version 0.4 as it seems pretty stable. Your mileage might vary however.

Well that wraps up 2018 for us. I've updated the compilation zip in my signature to include this year's new releases.
I hope 2019 keeps the trend of luck we've had obtaining so many things during these past two years.

Were the Electivire and Magmortar codes for pokemon battle revolution known about prior to this event's release? If not maybe there are other pokemon codes hidden in Battle Revolution, though this might be a stretch considering the game is over a decade old. Also, I'm super glad this was made available.

Did Japan get some alternative pokemon in PBR? I hope this isn't too far off topic.

Something worth noting, it seems the US had their own version of the Dragonite as the Toys "R" Us Dragonite. but the Salamance and Milotic don't seem to have a direct English equivalent. The closest thing would be the VGC Milotic which is shiny, a different nature, and a slightly different move pool, it also was given to Platinum rather than Diamond and Pearl. For anyone reading who doesn't know this already the TRU Dragonite is available here: https://digiex.net/threads/pokemon-toys-r-us-dragonite-distribution-nds-event-rom-usa.14986/

I believe Japan only had the Surfing Pikachu available in PBR.

While looking for the answer about the card, whoever checks, can you also check and see if there are any undistributed events on the cartridge? This being comparable to unreleased Celebi on the shiny Legendary Dogs cart, or like the Draco Meteor Jirachi in Collesium bonus disk, One more example would be Non-Japanese Ageto Celebi's, from the Japanese bonus disk.

    There is nothing new unfortunately.

Only the same Wailord test wondercard that was already found on the Movie 11 Shaymin card https://projectpokemon.org/home/files/file/1886-wc4-debug-wailord-test-wonder-card/
And the Slot 2 Azure Flute distribution card https://digiex.net/threads/unreleas...flute-arceus-distribution-download-jpn.14999/

Out of curiosity how would someone take this distribution (or Movie 11 Shaymin) and activate this Wailord one and distribute it?

There's quite a handful of unused wondercards found hidden in these Gen IV/V distribution roms, not just the Wailord. I think most of them were "garbage" iirc, stuff GF used to test the distributions. I think the only legit one was a Worlds Scrafty, but this was a year or so ago we dug into this so I can't remember for certain.

Though to answer your question, there isn't a direct way to switch the wonder card to distribute the hidden pokemon. You'd have to just change replace the wondercard data with that of the Wailord's, which can be done with any NDS rom and any wondercard. They're really easy to hack. I think gbatemp had a good tutorial.

The only actual "undistributed" event that can work offhand was that Celebi you mentioned.

    Edit:
    ミロカロス ・ カイリュー
    ボーマンダ 専用カード

Google translate (which isn't ever really too accurate) says "Milotic Dragonite Salamence Dedicated Card"

I just found when the gift was distributing into the game, the language showed Janpanese not English.Yes it is true. That means the software which made JAPANESE PGF NDS ROM still should be Japanese language. However,Neither the LTDCE which made Gen5 PGF rom nor the Deoxyx Distribution which made GEN4 PGF ROM language is Japanese.Since the Japanese rom cart was found,is that someway to make Japanese distribution software?

Do you think you could provide more info on the Pokemon distribution carts you've dumped? E.g. the dumping tool, Cart ID (from wooddumper or latest GodMode9) and pictures of the back of the carts?

Also, do you have any non-pokemon NFR Nintendo carts, discs or consoles?

@YoshiMoshi would be the person to ask about this, he has a pretty much complete collection of most of the known carts out there.
