I managed to find the premium pack: Project Gotham Racing 4 - Premium Challenge Pack DLC Download (Delisted)
I'm not sure if this includes things that were in the free pack or not (A 2007 Peugeot Flux Car, Tourist Mode and Free Roam Cat and Mouse) - if you can let me know that would be great.

Thanks for posting the Premium Challenge pack. 
Unfortunately I can't check it, as I don't have the game yet, I just thought I'd try and get the DLC in the meantime. I think it may be separate, however I could be wrong.
