used xbox stuck on "can't read the update from your xbox 360 hdd"

So I bought an Xbox 360 at a garage sale that did not have a hard drive, its stuck on this screen. I have downloaded a dashboard update for it based on the first hex code that is displayed in the status code on to a flash drive but it goes to the applying update screen for a few seconds then goes back to original message when it is plugged in. Any suggestions to get it running or did I get a brick?

It could well be trying to store the Kinect / Avatar data which requires the Xbox 360 to have a storage device. I dont see why it wouldn't update if you put a hard drive in the console or configure a usb storage device to work on the 360.
