As your on Windows 7 will Windows DVD Maker not do it? I used to use Nero Vision and never had any problems, it always gave me a high quality conversion. You might have got Nero free with your DVD burner, not all the free copies include everything though.
Windows DVD Maker should work just fine. I've used if before and it burned slowly (which is recommended) but perfectly fine and quality remained intact. If you use the 360 as a dvd player and the video is in a format that is readable by the 360 then you can just burn it to a disc in it's native format, it's useful as then you'll go by memory useage instead of amount of time avalible on disc.
