This is just a rumour just like all the others suchas the dashboard being officially released in October/November. It's a rumour, no official word.

Anyone notice the 'pre-release', in the dashboard nav? It seems that console is enrolled in a beta program.

Now that everyone is registered onto the Connect Site we are proceeding with the necessary steps to "onboard" you to the program. This week we are getting everyone registered onto the Private Forums and next week we will kick off the process to get consoles registered.

Q. Can I tell others that I am in the Xbox LIVE Update Preview Program?
A. Yes, you can tell people you are in, but sharing specific information about the program is a violation of the program agreement.
Q. When do I register my console information?
A. Soon, we will provide the instructions on how to register your console as soon as our administrative steps are done on our side. Look for updates via this portal.
Q. I provided incorrect information in the registration survey, can I fix it?
A. You can now resubmit your GamerTag details (gets you access to the Private Forums) via the survey section on this site. Once resubmitted it takes 3 - 5 business days to get your information updated to be able to access the forums. All other information during registration is used for analysis purposes on our end and should not impact your ability to participate in the program.

Good, then nothing of nothing not even this week. |-)
 
Even if they open console ID registration, it will take an extra week for it all to be processed possibly totaling almost 4 weeks for this to start. What's going on, this is the worst ever preview program.
