This doesn't look quite right. x360Tool says this is Call of Duty 7: Black Ops TiTle Update #1, but the name and directory structure make it look more like DLC, in which case it should go under 0000000000000000 (16 zeroes, the non-profile specific content directory).

Title updates changed with the Kinect Dashboard, this is correct.

It never worked for me on the old 9199 dash, however it might work on the Kinect dash... im not sure.
