How do i get the Phone numbers ? not the multiplayer in the phone ... is it requires live ?

I'm very confused, but from what I can tell. Your asking for the GTA 4 Phone, which unless I'm mistaken is included. Just open it up with the D-Pad.

Can i do the cheats on the phone without LIVE ? thats the question and theres a Co op On the game ? not live , just with two controllers

Ahh, yes you can do cheats on single player. I Don't think you can on multi-player but I believe theres is co-op. However I'm not to sure on that...
