This is the Jazz Jackrabbit 2 List Server which was used throughout the 90s and 2000s to host the list of currently active Jazz Jackrabbit 2 servers.
When someone attempts to join an internet game from within Jazz Jackrabbit 2, the list server provides a live list of servers the player is able to join.
The Jazz Jackrabbit 2 list server was designed to run on a Windows 95 / NT machine and keep out the way in the system try, its capable of mirroring other list servers defined in "SERVERS.txt" and logging statistics of games listed in j2stats.txt.
The list server network has long since been run by the community, now using the open source list server j2lsnek. This is a relic of the past provided for historical preservation purposes.
To test this out you can still use this on your own local network by creating a DNS host override on your router and pointing list.jazzjackrabbit.com to the IP address you are running this list server at, for example 192.168.1.21
Alternatively you could achieve the same result by editing the hosts file, or editing the registry to update the server list to the hostname of your local list server.
You will then find any games started on your local network will use your own list server, this could possibly still be useful if you are hosting a large retro lan party:
For historical preservation the j2stats.txt has been kept as is, so you can see a snapshot of the past of all the games of Jazz Jackrabbit 2 hosted online from 18/08/2010 to 23/10/2012, in total 66,042!
Fun fact - the original list server still functions perfectly fine on Windows 11 today, or even on Linux when run via Wine or Proton.
