[Question] Could Kinect automatically turn on Xbox?

To activate it, yes, but it can also work only just by voice command, if made possible.

oh yeah, but, the microphone needs power from the kinect which gets its power from the xbox by activation?

It would be possible if they had an option for a "low power" mode. Rather similar to what the Xbox does when you have background downloading on. Where it will go into a low power state to resume finishing a down until it finishes.
