Does anyone know how I would go about getting a NTSC Console so I can play in the UK. Needs to be a Phat Xbox.

For a Phat you will want to try your luck on Ebay, however You can buy the new "Slim" console released earlier this year on Play-Asia for £150

With that just connect a UK PSU up to the console and play away. I have a UK PSU on my JPN Xbox 360 and it works perfectly.
Note you will get charged import duty which will probably be around £30 if you buy a console from Play-Asia, Amazon, or most other websites outside the Eu.

Reason I wanted a phat xbox is so I could flash it cos theres some game I would like to download that's not in the UK

Your better off just getting a Jtag / RGH console, you can play games from any region then.

If its only one or two games you want i would just import a console and buy the games then.
