One free Microsoft program covers a lot of ground: Windows Media Encoder 9 Series turns audio and video into Windows Media (WMV and WMA), captures from a webcam or capture card, records the screen and streams live. There are two installers, so pick the one that matches your Windows.

1. Run WMEncoder.exe on 32-bit Windows, or WMEncoder64.exe on 64-bit Windows.
2. Start Windows Media Encoder, pick a wizard (capture, convert a file, broadcast) and follow it.
