Has it not been like that for a few months now? I don't look at it enough to be sure.
I did notice you can now turn auto renew off on a UK account without calling Microsoft up, that never used to be possible on a UK account.
If you have auto renew on a link will appear next to is saying change (like the one next to your card number) then if you go to the bottom of the page that opens you can disable it (finally!)

Not sure if i see the difference on the website, I do not use it that much either so i probably would not have noticed.
