Facebook Messenger operates independently of a web browser, allowing you to chat with your friends on Facebook without of the website.
You get very basic functionality, at the moment its not possible to even change your status from within the application.

You must first go online on Facebook.com and set your availability for chat, otherwise it will tell you "You are unavailable to chat. You can change your availability in your browser." It's certainly not the most useful chat application out there at the moment, however if you want to try it out download below.

Trillian already does this. Is this something that Facebook is actually creating?

Yup, no official download on Facebook yet however its in the Help section: https://www.facebook.com/help/messenger-for-windows

Trillian does everything this app does, and more. I can think of a few apps that already work a lot better.
