Getting Fallout 3 to work on Laptop

I having trouble getting the FPS (Frames Per Second) to be at the speed its supposed to be, I know its because of my Graphics Card (ATI Radeon 3100 Graphics). I was wondering if I could do anything to make work at a higher FPS. I heard it was possible to use all of the extent of the graphics card and also use your RAM for the graphics card. I have 3 Gigs of RAM. I can give all specifications of my Laptop if need be.
 
You're going to have to set all settings within F3 to low, no AA no AF, 640x480res. It's the only way, that card is not meant for gaming. Sorry :(

Yeah I know, the Laptop is EXCELLENT...'cept for its graphics card...

:'(:'(:'( I didn't know it could look THAT HORRIBLE! It looks like a PS2 game.

I do have it on 360 so its not that big of a deal though. I just wanted to use mods.

My Laptop cost about $640USD so I though it was pretty good.
