It's not DLC, so it would be impossible to upload it. The only way to get it is for Bungie to unlock it for you via their website or "iDevice" app, which you cannot do since your xbox is banned.
 
Is there like a xbox market downloader for pc, I don't mean like free stuff I mean like legit stuff comes from Microsoft.com?
 
This is impossible for you unless you use it on a different console and keep the save im thinking.
