If you've got a Kinect and want to use it with a PC, version 1.8 of the Kinect for Windows SDK is the one to install. The Runtime is just the drivers a Kinect-based program needs. The SDK includes those and adds the developer tools and sample code.
Download:
Download Kinect for Windows SDK 1.8
Leave the sensor unplugged until the install is finished. Run KinectRuntime-v1.8-Setup.exe (about 116 MB) if you only want to use Kinect programs, or KinectSDK-v1.8-Setup.exe (about 233 MB) if you want to develop. Restart if asked, then plug the sensor in and wait while the drivers install. A Kinect for Xbox 360 also needs its power adapter, because the USB port alone can't run it.
Tip: plug it straight into the PC rather than a hub, which can starve it of bandwidth. If you need an older version, the Kinect Drivers and SDK for Windows 7 are on Digiex too.
