When accuracy matters more than speed, melonDS is the Nintendo DS emulator people pick. It's a free, open-source emulator for the DS and DSi that runs commercial games and homebrew, with save states, cheats and plenty of screen layout and scaling options.
Download:
Download melonDS 1.1
It's a single melonDS.exe with no installer, so give it a folder of its own and run it. Use File > Open ROM to load a DS game you own, and Config for controls, screen layout and video.
For ordinary DS games you can start straight away, because melonDS falls back on its own built-in replacement for the BIOS and firmware. For the highest accuracy, point Config > Emu settings at BIOS and firmware files dumped from your own DS.
Tip: DSi mode has no such shortcut. It needs BIOS, firmware and NAND dumps from your own DSi.
