Apple has released Safari 5.1.7 for Windows. Here's the full installer, so you can put it on a PC without going through Apple Software Update.

Extract the zip and run SafariSetup.exe. It runs on Windows XP SP2, Vista and Windows 7.
Update: Apple quietly dropped Safari for Windows when Safari 6 came out in July 2012, so 5.1.7 turned out to be the last version. It hasn't had a security fix since, so use it for testing old sites, not as your everyday browser.
