Xbox 360 Dashboard Update 2.0.13604.0 Download with Avatars

I cannot get the 13604 update to start. My dashboard is 13604 but I have no avatars. I have placed the complete update with just the $Systemupdate folder on a USB and a CD and tried both methods but it will not autoupdate. I have a RGH Falcon.

I have dashboard version 2.0.13599.0 & ixteme 3.0 can i update to version 2.0.13604.0 without to reflash? is it safe to update if i have ixtreme 3.0 without flash to stock?

As InsaneNutter said, it is safe. It doesnt reflash to stock drive.
But, you have to take into account a couple of cautions:
On dash 13599 you would be able to play any backup that used the truncate method just fine, they boot, they install on the hdd and they run without errors.
But since 13604 and later, the truncated backups are risky, will cause lots of errors and most obviously you cannot play them if they are installed on the HDD.
If you happen to use an iHas burner (or drives that can be cross flashed to the listed ihasburners) and burn your full isos using the ixtreme max software there is nothing to be worried about. But if you did not, then its time to avoid truncate method and instead use ihas burner+imax custom fw.

USB update not happening

I have downloaded the $systemupdate folder on a FAT32 usb drive n kept it as the only directory in the drive.
However when I insert it into the console nothing happens, the console doesn't prompt for an update.
My dash is 2.0.13604.0
Is there any way to solve this??

Guys please reply I need help as my Kinect is just lying there like a brick. I have a jtagged console so I am being able to play backups from my hard disks. However I am not being able to play any Kinect games the console is asking for an update.
I have put the unrarred folder in a usb stick but when I put it in the console nothing happens.

Have you formatted the USB to FATX with the Xbox BEFORE putting the $ystemUpdate (or whatever it's called) folder on your USB?

update for kinect

First time poster here.
I just updated my xbox 360 phat (old white one) with a cool runner ver B chip running freestyle dash. I had dashboard 2.0.13604.0 I updated it with 2.0.13604.0 + Avatars I have avatars now but kinect still doesnt work. Just says it needs an update to make it work. What update should I use to make the kinect work and still be able to play my games off the hard drive.

Try updating to 14699 with LT+ 3.0 or whatever it is. I don't have a JTAG, but i can tell you that 14699 supports Kinect.
