I'm not sure what else to tell you unless you happen to have a nand backup from before the console got messed up?

You could try typing http:// before the IP address in Chrome as it might be forcing it to https which wouldn't work.

This is what you should see in your browser, notice my IP was 192.168.1.56, yours will be different. I could also ping the Xbox in Command Prompt. Can you ping yours?

You could also attach some photos of what shows on your TV, but blur out the fuses / keys as these are unique to your console.
