Xbox 360 NTFS dlc folders

Velocity, Le Fluffie, etc do not let me manage folders inside dlc files and i need to manage folders specifically for Minecraft. I found a custom Xbox 360 port of the LittleBigPlanet texture pack and inside the plain ntfs file it contains a pck (i know how to manage those) and a "data" folder with binka files inside for music. I have tried Velocity and other programs to try creating folders and adding files inside but i am not able to, how did the person who ported the texture pack do it? Inside velocity if i drag a folder into it i get a permission denied error even when it is run as administrator and the files are in a location that should have permissions. I would love feedback!
