    This is the Pokemon Victini Liberty Pass Distribution NDS Rom which will distribute the Liberty Pass, allowing Victini to be obtained in Pokemon Black and White.

    Region: EUR
    Serial: NTR-Y8KP-EUR
    Credit: Dumped by King Impoleon using Decrypt9

    Date: The date on the Nintendo DS used to distribute this rom must be set better 4th March, 2011 to April 27th 2011

    Distributes to: This distribution can be obtained by the following Pokemon games: Black and White

    About Victini:

    If the player has a Liberty Pass, he or she can take a ferry from Castelia City to Liberty Garden. After defeating the Team Plasma Grunts occupying the island, the player can meet Victini inside the statue in the center.

    How to use:

    You will need one DS with a flashcard to distribute this event, simply set the date on the DS been used to distribute the event to the date mentioned above. You will then need another DS or 3DS playing the Pokemon game you wish to receive the event Pokemon on.

    On the DS receiving the Pokemon you can receive the event by selecting Mystery Gift, then Receive Gift on the main menu.

    Was this just another way for people who didn't have WiFi to get the liberty ticket, or is this any different to the Liberty Ticket distributed on Nintendo WiFi when Black / White launched?

    I wish I knew. The Liberty Pass cart has always been the most mysterious DS distro cart, because I could never find any sources that state a non-WiFi distribution for it outside of Japan. And this is a European cart. I'm assuming it was a distro at GAME or something, and it just isn't well documented.

    Though yes, otherwise it is the same as the WiFi distributions.

    On the contrary, the only source I can really find about this is Bulbapedia which states that Japan was the only one not to have a retail distribution for it. :P

    I just saw that info about Japan. Perhaps I misread or remembered incorrectly last year when I was trying to figure it out.

    Regardless, you still can't find any details on when and where the retail distributions happened.

    Also, iirc, when I was talking with my contact last January, he couldn't figure the correct dates to get the Liberty Pass to distribute, so I determined the cart wasn't used during the same dates as the WiFi distribution. Though, I think I figured perhaps he was using dates for an actual Victini distribution, and maybe not the Liberty Pass. I could never test the rom myself though, as I have the original R4 and any Gen V roms don't boot at all on it. If someone can confirm they tested the rom and if the correct dates work, that would be appreciated.

    I can't confirm for other countries but in Germany the Liberty Ticket was localy available at GameStop. It was meant for those who didn't have access to WiFi but a store nearby.
    The distribution period is the same as mentioned in the first post.

    Thanks. That seems to be the most likely case. Used in conjunction with the WiFi events at select locations, and as a result isn't well documented online.

    I assume you can find the dates in the rom through internal data, or maybe a hex editor, though I have no idea where to look for it.

    Dates are at 0x3E484. It's just year (2 bytes), month and day of the start and the end of the period. Both dates are 4 bytes and there are dates for each wondercard that is in the ROM.
    In this case you will find multiple entries of the follwoing bytes DB 07 02 19 DB 07 04 1D. To remove the date restriction you could replace them with D0 07 01 01 33 08 0C 1F, this sets the distribution period to January 1, 2000 to December 31, 2099.

    I still don't know how to decipher the bytes to determine the dates, but at least all wondercards appear to have the same dates?

    Also, I assume we can remove the date restriction on all roms? I have an old distro rom editor that allows date modification, but it is only compatible with a few of the roms. Liberty Pass won't work with it either.

    If you download this before 23/01/17 then you have an older dump of this distribution. The download link above was updated on 23/01/17.
    This is a new dump by King Impoleon from his personal collection, we can 100% verify it's a legitimate, unmodified dump of this distribution.

    To the best of my knowledge the previous dump was also, however we can trace the history of the new dump, which is why the download was updated.

    Going back to this subject a bit, I just talked to the same guy about this, and he still can't get the Liberty Pass to distribute, no matter which rom he is using(even with the date restriction removed). However, it works when he uses the actual cartridge. He's using an R4i, but I can verify they "work" via emulator(can't actually distribute with an emulator, but will say "distributing"). My R4 is the original, so it's too old for me to use Gen 5 roms and test them myself.

    My theory is that perhaps the Liberty Pass rom is somewhat unique and has some sort of copy protection that no other distro rom has, which gets triggered with an R4i, but not with an emulator. It may or may not work with a newer R4 or different types of DS flashcarts.

    Basically, I want people to help me to test this theory and figure out what the hell is up with the rom.

    Edit: To clarify, the rom runs fine on his R4i, but no matter the date, it'll always say "Distribution Not Available".

    I have an R4 "3DS Upgrade" cart, and it distributes fine from a US DSi and DS Lite system.

    Thanks. I had a feeling those newer R4s would work since the roms work with emulators. Since my original R4 won't run Gen 5 roms at all, I suppose we either need to look at the R4i and other old non-R4 flashcarts. That, or if someone thinks they know how to find out if this rom has some sort of copy protection that triggers with an R4i?

    It's all really weird, but there's definitely something going on when this particular rom is used a certain way.

    Edit: Perhaps the Liberty Pass is restricted to a DSi, and doesn't distribute with an older system? Idk which DS model my contact has, but I'll ask him. That may be it. It'd still be weird since this is the only rom like that.

    Nah, it works fine on regular DS/Lite. I guess it's possible that it doesn't work properly on some older flashcards. If that one had problems though, I'd expect every Gen. V distro to have the same problems.

    That's the thing though, what's making it different from the other Gen V distro roms? Like I said, perhaps some unique copy protection is my only theory at the moment. Or at least, something different with the rom that isn't letting it distribute correctly, even if it isn't an actual copy block.

    (Also for the record, pretty much every flashcard runs games in DS mode anyway since the iEvo stopped being relevant a long time ago and never really worked well anyway.)

    US and EU versions are the same when it comes to Gen. IV and V.
