Sony have released 3.60 for the PS Vita and PS TV.
Download:
Download PS Vita Firmware 3.60
Unzip it to get PSP2UPDAT.PUP, then install it from the Vita's Settings > System Update > Update by Connecting to a PC, or from Safe Mode if the console won't start.
If your Vita is on an older firmware so it can run homebrew, leave it there. Every update so far has closed whatever the last hack used, and Sony don't let you go back down.
Update: 3.60 became the firmware TheFloW's HENkaku was released for in July 2016, the hack most Vita homebrew grew up on.
Newer version: PS Vita System Software 3.65
