Download PS Vita Firmware 3.68
Unzip it to get PSP2UPDAT.PUP, then install it from the Vita's Settings > System Update > Update by Connecting to a PC, or from Safe Mode if the console won't start.
If the update won't start from Settings, try Safe Mode. It's also the way in when a Vita won't boot at all.
Update: h-encore, released in July 2018, works on 3.68 too.
