Sony aren't done with the Vita yet: here's 3.70.
Download:
Download PS Vita Firmware 3.70
Unzip it to get PSP2UPDAT.PUP, then install it from the Vita's Settings > System Update > Update by Connecting to a PC, or from Safe Mode if the console won't start.
On a hacked Vita? This replaces the official firmware underneath it, and there's no official way back.
Newer version: PS Vita System Software 3.71
