Download PS Vita Firmware 3.71
Unzip it to get PSP2UPDAT.PUP, then install it from the Vita's Settings > System Update > Update by Connecting to a PC, or from Safe Mode if the console won't start.
Keep the battery topped up or the charger in while it installs, and don't turn the Vita off part way.
