That is all it requires, no receipt verification is needed. Anyone can upgrade to Windows 8 Pro for $14.99. It gives you a promo code, and you download and install from there.

How to use your key on a clean install instead of upgrade.
1. Go into the Registry Editor, browse to the following location:
HKEY_LOCAL_MACHINE/Software/Microsoft/Windows/CurrentVersion/Setup/OOBE

2. Change the value of "MediaBootInstall" from "1" to "0"
What this basically does is change the "flag" that tells the Activator HOW you installed your Windows 8 clean install. 1= from boot, 0 = from Win OS (which is what you want for activation to work).

Open up a Command Prompt (make sure you Run as Administrator or you will get an error). Put in the following command:
slmgr /rearm
It should give you a successful confirmation message and tell you to restart your computer.

3. Restart your computer, go to Activation and put in your key that you got from Microsoft and it should now work!

It doesn't work for me. I can't type in anything in pc brand : It just gives you a dropdown list of different computer brands. And even after selecting any, it asks me for windows 7 key when i press next. Is there anything i am doing wrong??

Not sure what's going on, it doesn't ask me for anything. Could you post a screenshot of it asking for a key.

I would, but currently whenever i type in my information and press next i get a rejection screen:

The text in latvian roughly means that the information i gave doesn't meet the requirments for the offer. I did put a right date for the offer (october 15 2012 in this attempt) and used correct phone information. No luck.

I tried using your country and for some reason it asks for a windows key. If you want, send me a pm with your email address and i will forward you the email with the code & instructions.
 
I have also tried this and it also asks for a key, im in the UK if anyone does manage to get this be nice to know how you got it.

Thanks! I got a promotion code. Am I using it? Maybe, just maybe. For now I think I'm fine with Windows 7 but €15 is really affordable for a new OS, might be handy to have a legit copy for the future. :P

But do they also check when that Windows 7 key was first being activated, assuming you have a valid key?

Oh, and does anyone know on how many PC's I could activate the Windows 8 Pro upgrade key I got? I'd like to upgrade my other PC too, if possible.

so do you think i could walk into my nearest department store, turn over one of the laptops and take a picture of the windows 7 key on the bottom and go get this deal? can i use a fake name and pay with a prepaid visa giftcard or something? because ive never paid for a microsoft product in my life, but ill shell out $15 for a legit copy of windows 8.
 
I would think a prepaid visa would work. When I used prepaid, it pretty much worked for everything besides things that were subscription related, such as Netflix and Hulu. Though I can't say for sure that it will work.
