when i turn it on it starts to load up and than shuts down?. it shows a page stating im missing or currupt winload.exe file. error code oxc000000f

ok,the dam thing wont start up,it trys to load and than shuts off ? for some reason my operating disk that came with it wont work at all so is there anything you might sugguest
my os is windows vista 32x86 home premium
