But now something different: Recently, I heard that because of an exploit, one is able to download events for Gen 4 & 5 again if the web-configurations on the DS are adjusted properly

The question that bothers me now is the fact if it is possible to download the programs necessary to recreate such an "event-server" at home without being dependent on this fan-run server which could be turned off every second...

It will be using the nds-constraint exploit to allow the DS to think it's talking to an official Nintendo server without any modification. However as to how the mystery gift is been emulated / randomised on the back end that i don't know.
