Is this a genuine distribution or user created?

This is posted in the User Created Pokemon Event Distributions forum as its not been possible to verify if this was dumped from an actual distribution cartridge or is a user re-creation. However regardless of authenticity this will distribute the Pokemon Festa 2006 Electabuzz to a Japanese copy of Pokémon Pearl.
