Ram usage keep dropping?

I have a small problem..

Sometime i check the usable ram it varies between 6GB-7.5GB but never 8GB does anyone know the reason why?

From looking at the screenshot you have a processor which has a graphics chipset integrated. These integrated graphics chipsets have no dedicated memory, so are dependent on your system memory. The amount of memory reserved for the graphics chipset can scale up or down as required, meaning Windows will see less ram as been usable.
