Who's doing the archiving? The Eye is no more (but there's a reddit linked mirror) .. but there were quite a few holes in that set anyway... so who/where is the stuff currently being kept?
Also presume the above is no longer available on store? Else I could help out maybe buy 1.

I am doing the archiving. I have no idea what The Eye is or was.

You can download playable copies of OG Xbox games on an Xbox One/S/X (not about series S/X) with some of the DLC and title updates built in by just putting your copy of the OG Xbox game into your newer Xbox One console.
There is no other way to download them directly from Xbox Live. The service has been down for many years so any rush to grab content off XBL is late. The only way we're finding is old content is from existing consoles that had been on Xbox Live previously.
 
Yes, we need someone to figure out a solution to signing the DLC from Phantasy Star Online. I have Title Updates which should work fine, but the DLC is not signed by the system like normal DLC and TUs. It is signed by the game itself using a whole other method. I imagine someone with knowledge of coding for xbox, or patching XBE files and has some basic cryptography knowledge could figure it out.
