If you've got an AirPort Express, AirPort Extreme or Time Capsule and only a Windows PC to hand, AirPort Utility 5.6.1 is how you set it up. It finds the base station on your network and lets you change its settings, Wi-Fi name and password included, without needing a Mac. It's also how you reset a Time Capsule from a PC.
Download:
Download AirPort Utility 5.6.1
Run AirPortSetup.exe and follow the installer. Connect the PC to the base station by Ethernet or by its Wi-Fi network, open AirPort Utility from the Start menu, pick the base station from the list and click Manual Setup to get at its settings.
Tip: use Ethernet when you change the wireless settings. Wi-Fi drops the moment the base station applies a new name or password, and it's easy to think you've locked yourself out.
If you want IPv6 on the same router, there's a guide here: How to Setup IPv6 Tunnel on an Apple Airport Extreme / Time Capsule Router.
Update: 5.6.1 turned out to be the last Windows release. Base stations released later need AirPort Utility 6 or newer, which only exists for Mac and iOS, and Apple has since taken the Windows version off its site.
