FBI is the title manager most 3DS homebrew users end up installing. It installs CIA files from the SD card or straight from your PC over Wi-Fi, lets you browse and delete installed titles, saves and tickets, and can pull content from the network by URL or QR code. Steveice10 makes it, and version 2.6.1 from June 2024 is the current release.
Download:
Download FBI 2.6.1
You'll need a 3DS running custom firmware, such as Luma3DS 13.4.
Warning: don't delete or install system titles or tickets unless you know exactly what they are. Removing or replacing the wrong one can brick the console, so take a NAND backup first.
There's a guide here too if you want to back up GBA saves: 3DS GBA Save Backup and Restore with GodMode9. The source is at https://github.com/Steveice10/FBI.

- Copy FBI.cia to the SD card (or the whole 3ds-arm folder) and install it with an existing CIA installer. Or copy 3ds/FBI/FBI.3dsx to the /3ds folder on the SD card and start it from the Homebrew Launcher.
- Open FBI > SD and choose a .cia to install it, or choose Remote Install to receive files sent from your computer.
- To send files from a PC, install Python on it, then in FBI choose Remote Install and Receive URLs over the network, which shows the 3DS's IP address. With the 3DS on the same network, run python servefiles.py (3DS IP) (file or folder) on the PC, or use the servefiles .bat or .sh script and type the IP when asked.
