If you still want to manage apps and ringtones on an iPhone or iPad from your PC, iTunes 12.6.5.3 is the version for it. It's the 12.6 build that still has the App Store, which iTunes 12.7 and later took out. It plays and syncs your music, video and podcasts too.

Download iTunes 12.6.5.3
Run iTunes64Setup.exe on 64-bit Windows, or iTunesSetup.exe on 32-bit. When you connect your device, tap Trust on it when asked.
Tip: if a newer iTunes is already installed, uninstall it first, and copy your iTunes folder somewhere safe before you do, because a newer iTunes can upgrade the library file in a way that an older one won't read.
