mGBA is the Game Boy Advance emulator to reach for if you want something fast, accurate and tidy. Vicki Pfau's emulator also plays Game Boy and Game Boy Color games, and it has save states, cheats, link cable emulation, a built-in debugger and Game Boy Player features. It's popular for testing homebrew too.
Download:
Download mGBA 0.10.5
No install is needed. The zip has two folders, mGBA-0.10.5-win64 and mGBA-0.10.5-win32, so open the 64-bit one unless you're on 32-bit Windows. Run mGBA.exe, then use File > Load ROM to pick a game you own. Tools > Settings has the controls and video options, and save states are on the File menu.
Tip: each folder contains an empty portable.ini, which keeps mGBA's settings in the same folder, so you can copy the whole thing to a USB stick and take it with you.
There's a port for Wii U as well: mGBA for Wii U.
