If a fan translation or hack guide tells you to load the ROM in an emulator, there's a good chance it means VisualBoyAdvance-M, usually called VBA-M. It's the maintained successor to the classic VisualBoyAdvance, for Game Boy Advance, Game Boy and Game Boy Color, with save states, cheats and wide compatibility.
Download:
Download VisualBoyAdvance-M 2.2.3
There's nothing to install. Extract the zip, run visualboyadvance-m.exe and use File > Open to load a game you own. The keys are under Options > Joypad. VBA-M has its own replacement BIOS, so you don't need a BIOS file to start playing.
Want it on a console? There's VBA10 for Xbox One.
