XBox 360 HDD help

Ok so i made a new HDD for the 360. Its a western digital 250GB. The problem im having is i want to make it so i can run it off a usb instead of plugging it in the xbox. I want it so i can have 2 hdd running from the xbox. one internal and other usb. Do i have to make the usb drive a slave for it to read or is there another way.

Damn cant i format it or can you only format upto 16GB

It would format it up to 16GB. Only one can be used as an actual hard drive.
