If you want homebrew on a Wii U, Aroma is the setup to use. It replaces the old Homebrew Launcher setup with a menu of apps and plugins, loaded through an exploit each time the console starts. The download is Aroma beta-27, and it includes plugins for region-free and for putting homebrew on the Wii U menu.

Copy the wiiu folder to the root of your SD card, then follow the Aroma setup guide to start it from your console's exploit (the browser exploit or another method). If your console isn't set up yet, the Easy Nintendo Wii U Homebrew Channel Hack Guide is the place to begin.
Tip: the zip also carries the Aroma updater app in wiiu/apps, so you can keep it up to date from the console itself. The official site is https://aroma.foryour.cafe/
