Every custom firmware setup on a 3DS or 2DS starts with boot9strap. You install it once, on the console, and from then on it loads the custom firmware, such as Luma3DS, every time the console boots. It's the file the 3DS Hacks Guide has you install after one of the entry exploits. This is version 1.4, from SciresM and the community.
Download:
Download boot9strap 1.4
Steps:
A wrong step can brick the console, so follow the guide exactly. Take the NAND backup it asks for as soon as boot9strap is installed, because an unmodified console can't make one beforehand. GodMode9 is the tool for that job.
Only boot9strap.firm goes on the console. The boot9strap_ntr.firm file is for ntrboot flashcarts. The project is at https://github.com/SciresM/boot9strap if you want to read about it.

Download boot9strap 1.4
Steps:
- Follow the official 3DS Hacks Guide at https://3ds.hacks.guide for your console version, so the right entry exploit is used first. You need that exploit and the installer to get in.
- When the guide asks for boot9strap, copy boot9strap.firm and boot9strap.firm.sha to a boot9strap folder on the SD card and install it with SafeB9SInstaller.
- Next put Luma3DS on the SD card.
